On 3rd December 2003, on the occasion of the Equality March anniversary (the 'Marche des Beurs'), the Prime Minister asserted the need to improve knowledge on migrant populations and their descendants: 'To understand correctly successes and failures, we lack quantitative elements: we need a large statistical and sociological survey on integration and inequalities, because no comprehensive data exists today.' The need for knowledge on the issue of discrimination because of ethnic origin is also expressed in the context of the European agenda which urges Member States to implement anti-discrimination policies. In the framework of a repeated demand for statistical knowledge, INED and INSEE decided to cooperate to realise a survey specifically dedicated to these integration and discrimination issues. Entitled 'Trajectories and Origins: Survey on the diversity of the population in France', this far-reaching survey will be carried out at the end of 2008 in metropolitan France, on a 24 000 persons sample made of: immigrants, natives of the DOM, migrant descendants, descendants from DOM natives, natives of metropolitan France with no migrant or DOM parent. It will allow to update the data collected by the Geographic Mobility and Social Insertion Survey (MGIS) which was already led by INED and INSEE in 1992 on the integration of immigrants and their children. But contrary to MGIS which only studied a few of the migratory streams, the 'Trajectories and Origins' survey is representative of the immigrant population and of the population with a migrant background in France. 'Trajectories and Origins' strive to understand to which extend (geographic, national or ethnic) migrant origins and discriminations are likely to modify the equality of access to the main goods which determine each person's place in society: housing, education, employment and advancement, public services and social benefits, family life and health, social networks, matrimonial market, nationality and citizenship… The survey also tackles integration and its links to discriminations. To study integration paths of individuals within their society, it examines the social situation of these persons at the time of the survey: describing living conditions allows to assess social and economic integration of the individuals within French society and, simultaneously, the level of integration of society as a whole. The title of the survey contains the term 'trajectories', in the plural, which refers to the will to study integration as a process which cannot be evaluated as an aim to reach (i.e. 'to be integrated'), but rather as social configurations. Temporality and circumstances are key in the survey conception, which then, leaves a great deal of importance to recounting life trajectories of the individuals: school, professional, residential (including migrant), matrimonial, and health trajectories. Identifying all the key moments where discriminations are happening in people's trajectories is one of the main objectives of the survey. Thus, the survey examines all the situations where unfair or unequal treatments can take place: school guidance moments, employment search, working conditions, relations with colleagues and hierarchy, housing search, medical consultations, applications and relations with administrative services. The survey will also measure racism experienced in public spaces (street, shops, bank, leisure places, relations with authority agents) and the feeling to belong or not to a stigmatised minority. Because it looks at all spheres of social life (school, employment, housing, health, contact with administrations) the survey will allow to work out the global impact of discriminations on people who experienced them, whereas current data generally only tackle one domain, mainly employment or school. It will allow to measure direct and indirect discriminations, as it will offer, on the one hand, the opportunity to measure gaps between origin groups all being equal, and on the other hand to grasp discriminations perceived by interviewees. To measure the specific weight of discriminations based on origin, it is necessary to study interactions with other social hierarchy factors in French society: age, gender, social category and education level, income and patrimony, housing type, etc. This is the reason for the survey to tackle all discrimination grounds.
