EDUALL - A European Framework for Quality, Mobility and Lifelong Learning

EDUALL: A European Framework for Quality, Mobility and Lifelong Learning is a strategic initiative led by the European Association of Distance Teaching Universities (EADTU) to accelerate the digital transformation, inclusion, and mobility of higher education across Europe. As a network of over 200 universities in more than 25 countries, EADTU plays a key role in supporting the objectives of the Erasmus+ Civil Society Cooperation – Operating Grants framework by aligning institutional innovation with EU educational policies.Through its 2026–2027 Multiannual Action Plan, EDUALL will address seven strategic priorities: (1) improving quality, equity, inclusion, and learner success; (2) promoting lifelong learning and flexible, labour market-relevant learning pathways; (3) enhancing competences and motivation among academic and support staff; (4) reinforcing the European Education Area’s (EEA) geopolitical and structural coherence; (5) contributing to EU and national policy development; (6) promoting international collaboration and global perspectives; and (7) increasing stakeholder communication, visibility, and public trust in EU values.Flagship actions include the EMPOWER programme for capacity-building, the E-xcellence quality benchmarking framework, the OpenupEd MOOC portal, and the Micro-credential Monitor. Activities will feature institutional peer reviews, staff exchanges, thematic task forces, webinars, summits, and targeted dissemination campaigns. EDUALL fosters evidence-based reform, learner agency, and institutional transformation, creating an agile and inclusive learning ecosystem.By embedding EU values and priorities in education systems, EDUALL delivers high-impact, scalable outcomes that strengthen policy-practice links and contribute to a digitally mature, sustainable, and learner-centred European Higher Education.
