QUALITY LABEL FOR BADGE RECOGNITION

<< Background >>We applied for this project to address a pressing need we've identified within the City of Learning network: the lack of formal recognition for digital Open Badges. Through our work, it's become evident that stakeholders across education and employment sectors require a standardised quality assurance framework to trust and use these badges as credible certifications of skills. This project directly responds to that need by developing a shared quality standard and procedures, ultimately enhancing the credibility and wider adoption of badge-based recognition. Furthermore, this initiative aligns with the European Union's micro-credential recommendations, supporting the broader goal of facilitating seamless learning transitions for young people.<< Objectives >>Our primary objective in implementing this project is to establish a universally agreed-upon quality standard for Open Badge issuers. We aim to enhance the quality and broaden the recognition of learning activities and outcomes, extending beyond non-formal learning and youth work. Specifically, we seek to: consolidate youth work organisations' impact on recognition policies; research and map validation systems to develop strategic recognition frameworks; build capacity among youth work providers through quality-focused training; and ultimately, develop a robust Quality Label with clear accreditation procedures.<< Implementation >>Our project implementation encompassed a range of strategic activities. We began with research and mapping of national and European validation and recognition systems, which informed the development of both country-specific and a shared European badge recognition strategy. We designed communication resources to disseminate these strategies effectively. To build capacity, we conducted international training sessions on badge recognition, complemented by local workshops and coaching. An international expert seminar fostered dialogue on wider badge recognition. We also compiled good practices of quality standards, leading to the development of a Quality Label for badge issuers, a technical solution for its implementation on the Cities of Learning platform, and supporting resources like checklists, worksheets, and guides.<< Results >>We achieved tangible outcomes in several key areas. We produced detailed research documents mapping national and European validation systems, leading to six country-specific and one shared European badge recognition strategy. Communication materials were designed to share these strategies.Additionally, we ran training for youth workers, trainers, and coaches, resulting in certified specialists in digital badge recognition. Local workshops were held, and digital learning paths were created to aid further activities. An international expert seminar yielded valuable insights for wider badge recognition. Finally, we analysed existing quality standards, created a Quality Label standard and procedures document, tested the label with 30 cases, developed a technical solution for its use on the Cities of Learning platform, and created a package of Quality Label checklists, worksheets, and guides. These outputs contribute a practical framework for improving the quality and recognition of digital Open Badges.
