According to the Employment, Social Affairs and Inclusion, Skills and qualifications of the EC: Too many people cannot find a job because they do not have the right skills and 40% of employers cannot find people with the right skills to fill their vacancies; and too few people have the skill sets and support to see setting up their own business as a realistic route All the above points indicate THE NEED FOR SKILLS. Some skills are necessary independently of the job and the level in hierarchy. These are the personal, social and learning to learn skills (described by LifeComp), the basic digital and green skills (described by the DigComp and GreenComp) and some entrepreneurial skills (especially those related to the entrepreneurial mindset as a competence that everyone should have independently of working within structure or as an entrepreneur) (described by EntreCOMP). MORAL project aims to support disadvantaged groups to enter the labour market through the development and validation of Key skills with the aid of microcredentials (development of a Passport to Employment). MORAL will combine four different competence frameworks and implement research on employers to identify key skills necessary for employment. The project will design and develop microcredentials as well as learning materials to achieve those microcredentials. The microcredentials developed by MORAL can act complementary to different qualifications. All deliverables of the project will be pilot tested and evaluated. At the same time MORAL is a project on microcredentials, a European policy that is still low in activity. MORAL involves learners, employers, policy makers and vet providers. Through this project the consortium will try to provide also recommendations on different issues related to microcredentials such as their objectives in relation to qualification systems, how they are linked to national qualification systems and what is their impact on the overall qualification systems.
