<< Background >>During the COVID-19 pandemic, students with special educational needs (SEN) faced significant challenges in accessing remote education and were largely deprived of necessary pedagogical support. This situation was further exacerbated by the lack of digital content for this target group, limited digital and methodological preparedness among teachers, and difficulties in ensuring active family involvement in education. The project was initiated in response to these urgent needs.A comprehensive needs analysis was conducted across partner countries, involving students, teachers, and families. Based on the findings, a pedagogical framework was developed. Throughout the process, the European Reference Framework of 8 Key Competences served as a foundation to holistically support students’ academic, digital, and social development. The project ultimately aimed to promote equal opportunities in education by creating inclusive digital learning environments.<< Objectives >>This project aimed to develop an inclusive and digitally accessible learning model tailored to the individual needs of students with special educational needs (SEN). Its overarching goal was to ensure equal and high-quality digital learning opportunities for SEN students, empower teachers in digital content creation and remote pedagogy, and engage families as informed and active supporters in the educational process.Guided by a pedagogical framework built upon a comprehensive needs analysis conducted in the partner countries, the project focused on creating a unique, multilingual, and level-adaptable e-learning system (MESI4SEN MOODLE). Key priorities included enhancing teachers’ capacity to design digital teaching scenarios, monitoring student progress across the eight European Key Competence areas, and establishing interactive guidance processes with families.Through transnational cooperation, the project ultimately aimed to strengthen digital inclusion and offer a sustainable educational model at the European level.<< Implementation >>During the project, a needs analysis was first conducted through surveys and interviews with teachers, parents, and students in the partner countries. Based on the results, a pedagogical framework was developed. Subsequently, teacher training content was planned, and a Moodle-based digital platform was established (https://ict-4-inclusive.education/MESI4SENmoodle/), where an educational module was created.Guides and activities for teachers and parents were designed around the 8 Key Competences for Lifelong Learning (https://ict-4-inclusive.education/MESI4SENmoodle/guides-activities). In addition, a dedicated Family Guide was developed and made accessible via Google Drive and published as one of the project results at the project website. Transnational project meetings, local piloting activities, feedback collection processes, and dissemination activities were carried out. Information and details of project activities have been published at the official project website (https://ict-4-inclusive.education/MESI4SEN).<< Results >>The most concrete outputs of the project were: the online training module developed for teachers working in the field of special education (https://ict-4-inclusive.education/MESI4SENmoodle), the guides and activity materials for teachers, students and families based on the 8 European Key Competences (https://ict-4-inclusive.education/MESI4SENmoodle/guides-activities). MESI4EN Needs Analysis Report (https://drive.google.com/file/d/1EvM-7oOjI3wac0d-aUbAMea27UjA4Anp); The Guide For Families/Caregivers (https://drive.google.com/file/d/1kl1H8vAdNxuu2fda9a9AWK4vwyP1sjvh/view) & Curriculum Framework (https://drive.google.com/file/d/10NYNxPhEhYMhyIICeMYgIX8LaTp6RcOO/view) were developed. All materials have been published in multiple languages on the project website (https://ict-4-inclusive.education/MESI4SEN).So far, 769 participants from various countries have registered on our Moodle platform, clearly demonstrating that the content has reached and been utilized on an international scale, beyond just the project partners. In addition, the needs analysis report and the pedagogical framework document have been presented as key deliverables. All results have become sustainable digital resources that promote and support inclusive education.
