Local governments need to implement national laws in their local context. Currently, each municipality has its own e-Government system to support this implementation. When a law is introduced or changed, all municipalities need to take individual initiatives to manage the required modifications in their systems. This leads to duplicated effort and thus inefficiencies. In a Software as Service (SaS) approach, a provider can realize and maintain these processes efficiently. SaS allow flexible configuration to take into account the differences between different municipalities. The SAS-LEG project aims to offer a software engineering approach to efficiently build and maintain SaS platforms, emphasizing on offering powerful configuration possibilities. This process will leverage a number of disciplines and technologies: * Model-driven development at the business, architecture and services level. Different modeling languages will be used at each level, and traceability across the levels will be achieved. * Variability management to handle configuration at the three aforementioned levels. * Quality-driven architecting to ensure the satisfaction of critical Quality Attributes. * Powerful run-time reconfiguration techniques, based on constraint programming approaches. A pilot in the application of health care for local e-Government (based on the Dutch WMO law,?Wet Maatschappelijke Ondersteuning?) will be the testbed for the technologies developed in the project. The consortium includes four partners with synergetic but distinct roles: University of Groningen (academic-scientific), Cordys (technology provider), EGEM (expert in e-government for municipalities) and Project WZZ (end user).
